This situation is uncommon because it only applies to homeowners with old water heaters that were manufactured between 1993 and 1997. If you find little colored bits clogging up your water heater then it might mean that your old water heater has a faulty dip tube. A lot of the dip tubes used for water heaters manufactured between 1993 to 1997 were made of faulty plastic. These dip tubes tend to crumble into small pieces and clog up water faucet filters.
If your dip tube is damaged then it means that it can no longer function to direct cold water to the bottom of the tank where the water can be heated. This cold water will then mix with the hot water, resulting in your faucet discharging lukewarm water.
